Batch-create users from an uploaded CSV file
POST/api/admin/identity/users/batch
Accepts a single CSV file as a multipart/form-data upload (field name 'file_content'). The response always carries the full per-row validation report and the created users: row-level validation failures are reported at HTTP 200 with csv_validation_data populated and error_message set -- they are not a request-shape error, since the upload itself was handled successfully. 400 means the multipart body could not be parsed; 422 means the file part is missing; 403 means the file was valid but assigned a row to a group the caller cannot modify, which rolls back the whole import.
